MEC turbines use very high drag coefficient concave blades mount on the exterior of a water tight can. The only way water escapes a reservoir is under the turbine cans between the turbine can and the high tolerance concave surface under the turbine blades. All other water exits are blocked with seals.

This is a cross sectional view of the turbine. Only the lowest turbine blades are in contact with the high pressure and high velocity water. The remaining turbine blades turn freely in air with very low turning resistance. Water and air pressure escape is kept to a minimum until water leaves the turbine. 

Jack-up rigs and under turbine gates can be used to support the turbines in cases of large variations in river levels cause by storm and high flood states. The turbine cans and under turbine gates can be raised to continue power generation as long as possible with high water levels. Turbine cans with under turbine concave surfaces can also be used without jack-ups and under turbine gates. Under extreme water levels conditions the turbine cans can optionally be flooded to prevent uplift and allow the water to flow harmlessly over the weir.
